You're not going to win or lose a fight because you have 11 less STR due to race. There are way too many factors at play for that to happen to pin it down solely on that.
Having said that, there is a very good chance that the extra 100HP for being Galka will be the make or break difference due to:

This is correct, but players don't care. There's always going to be a difference (even if only in your own mind) between things that "matter" from a practical standpoint and things that "matter" just because we say it matters. Players will always chase stats even if it doesn't translate to any measurable improvement, because better
is better. Doesn't matter if its 11 STR or 1 STR.
Saying "11 STR does not matter" because you "won't win or lose a fight because of it" is like saying there's no reason to buy an HQ1 or HQ2 if the NQ is "good enough" to clear the content. There was an entire thread some time ago about which Su5s were "worth it" to make vs just taking the Su4. Ditto for the HQ1 vs HQ2 necks, when the difference is minimal. If we are going to apply the standard that 11 STR as a different race doesn't matter, then why the hell does 3 STR or 5 Attack or 1 DA "matter" when it comes to deciding whether the HQ1 WAR neck is good enough, or the HQ2 is "a better investment"? (I still haven't upgraded to an HQ2 WAR neck because I cap DA wit NQ1 and the STR/HP is negligible for my sets, my opinion).

Yeah, so 100HP does matter except when you live with only a few HP. How do you know for certain you've ever killed something and that extra STR, Attack, Accuracy, or Magic Evasion DID (or didnt) make the difference between winning or losing? Sometimes you don't always see the value of the increase in practice because it happens so fast.
What's the point of buying an
Buffoon's Collar +1 for PUP for 10x the price, when the
NQ literally does the exact same thing and is 2 less HP (
guides actually put the HQ in this slot vs the NQ, but is 2 HP ever going to mean anything for a <1 sec gear swap?).
What is the point of different races if the only advantage is purely cosmetic? Why not just make every race have identical stats?
Obviously it all matters, just depends how much a person cares.
