Yeah, probably the zero also got me confused too, but it does makes sense to be one thousand.
That would be the price to host an application on Microsoft cloud service per month. Paying like one thousand would be ok for a month, but paying one million would be like inviable for any project. it's because they charge fractions of cents per hour, that's pretty rare.
It does happen (gas, for example) Microsoft cloud pricing even goes into the tenthousandths of a penny. $4.7539/hour

Yeah, because if you have, say, two transactions at $1.046, it might show up as:
2 * 1.04 = 2.09 ...and you'll be like "wtf, math? please?" Excel spreadsheets are notorious for that. If you've got a bunch of multiplication and division such as for taxes and discounts, a lot of super small numbers get lost in the void, and then nothing adds up or makes sense.
