I have no idea what you are talking about. We absolutely use the angular velocity of the vehicle's wheel to determine our linear velocity on the road.
We certainly DO use the Tires to Measure our MILES PER HOUR via CIRCUMFERENCE
Yet…… that’s NOT what we are seeking to MEASURE when we do the MATH for the VELOCITY of EARTH’s ROTATION.
Do you Know WHY that is?
— Since we are ONLY exclusively seeking the VELOCITY of the AXEL and NOT the CIRCUMFERENCE differential between BIG vs SMALL TIRES
Your Mathematical Equations taking CIRCUMFERENCE via MILES divided by HOURS per ROTATION is telling us…..
”Earth is just a TIRE on THE ROAD racing at 1,000 MPH which is FALSE”
The Velocity of Earth’s Rotation cannot be described via the Circumference of the Equator just like you cannot decide the Velocity of the AXEL Rotation via CHANGING TIRES to Circumferences that VARY drastically.
Circumference is NOT a Value that should be Represented into the Mathematical Equation to figure out The Axel Rotation Velocity of the Earth. PERIOD.
